Anti-Outsourcing ad - is this racist?

I found this youtube video of an ad against Bill Halter, candidate in the Arkansas Senate race. Tha ad says Bill Halter, who was in the board of directors of WebMethods (he left in 2006). In that time WebMethods opened an office in Bangalore. The ad criticises that Halter caused Bangaloreans to say thank you, while ignoring Arkansans.



I did not feel offended by it. It was... interesting. But it was called racist in DailyKos here.
